How to Tend to the Plants in Goat Simulator 3
First, you gotta find the location of this Event Quest. It’s close to the starting Goat Tower, southeast a bit (check the Goat symbol on the map below). It is in the first location (Fairmeadows Ranch).
Upon stumbling on the location, you will find three plant pots and an instruction manual on a board. The instructions seem pretty straightforward:

So, let’s run you through this process step by step.
Where to Find the Fertilizer in Goat Simulator 3
Fertilizer can be found in a metal transport container not far away from the pots. See the screenshot below:
When you enter the opened transport container, you need to lick one of the fertilizer bags. Now, drag that fertilizer bag around the pots. No need to throw the bag around or to get multiples. One is enough, – make sure that you get close enough to all three plants.

And now, the great finale. You need to speak to the plants, using your key (or button on a gamepad) that is assigned for the “emote”. If you are standing on a plant, a leaf might emerge from the ground and carry you upward, so do not get jumpscared.
