To craft the Brilliant Blue Potion, you will need to collect the following items:
However, you can only craft the Brilliant Blue Potion in the Shimmering Water Pool located inside of the Vitalys Mines, which can be found in the Sunlight Plateau.
If you follow the path on the map above, you will find the Shimmering Water Pool in the top left corner of the Vitalys Mines. This is where you can craft the Brilliant Blue Potion.

Bring these five items to the Shimmering Water Pool, and you will finally be able to craft the Brilliant Blue Potion! The sleuths have not figured out what this potion does just yet, however we will find out soon in upcoming DDLV updates!
